SPARK SUBMISSION FORM NOW CLOSED

Thank you to those who submitted an investment idea for the allocation of Kansas’ American Rescue Plan Act (ARPA) State Fiscal Recovery Fund (SFRF) dollars. The SPARK Investment Idea Submission Form is now closed.

The Office of Recovery received over 800 total investment idea submissions from various stakeholders across the state. A list of submissions shared with the Advisory Panels is available at the link below.

As a reminder, submissions are meant to provide a perspective to SPARK on needs and are not an application for project funding. Additionally, submitting an investment idea does not guarantee approval of funding, further consideration by the Advisory Panels, or that the idea is eligible for SFRF funding under Treasury guidance.

Please note this list is meant to serve as a summary and does not include all responses to all submission form questions for each submission. Additionally, any submissions that included profanity, were of a personal nature, or were explicitly unallowable under Treasury guidance were not shared with the panels.

Submitters self-identified the most relevant Advisory Panel to their submission investment idea. The vast majority of submissions were assigned to the self-identified panel, although a handful were rerouted to an alternate panel based on best fit and general topic area of each panel.

The four SPARK Advisory Panels (Economic Revitalization, Health and Education, Connectivity, and Efficiency and Modernization) will continue to meet over the coming weeks to review submissions to help shape programmatic level recommendations. The SPARK Executive Committee will then consider these panel recommendations before sending them to the State Finance Council, which has final authority on investment decisions.
