The Advisory Panels will assist the Strengthening People and Revitalizing Kansas (SPARK) Executive Committee by recommending programs and projects for the distribution of American Rescue Plan Act (ARPA) State Fiscal Recovery Funds (SFRF). There are four separate advisory panels based on the four priority areas of funding determined by SPARK: Economic Revitalization, Health and Education, Connectivity and Efficiency and Modernization. The advisory panels will recommend investments to the executive committee, and the executive committee then makes recommendations to the State Finance Council, which makes the final determination on distribution of funds.
